Victim’s sister Hem Kumari Rai
attempted to file an FIR on 9 December 2009 in DPO, Jhapa. DPO refused
to register the FIR and she went to District Administration Office,
Jhapa. Even the DAO refused to register or endorse the FIR. She then
filed a petition of mandamus at Appellate Court, Ilam. Responding to the
writ petition, the court on 20 April 2010 ordered the DPO to register
the FIR and carry out prompt investigation.
