Torture Victim File Case against Alleged Police Officers

6 September 2011. Accusing police officers of inflicting severe torture during a criminal investigation, torture victim Mr. Bablu alias Nijamuddin Sekh, a resident of Nepalgunj Municipality – 16, Belaspur, Banke district has filed a case against some police officers. On 6 September 2011, victim Sekh filed the case at District Court, Banke demanding maximum punishment against the perpetrators under Nepal Police Regulation - 2049 and maximum torture compensation to victim under Torture and Compensation Act – 2053, Section 6 (1).
He has accused police officers of inflicting severe torture while detaining him at District Police Office (DPO), Banke that resulted in swelling of his lips, chest and face, blue marks of torture on his legs and back and fracture of his L1 vertebrae. At present he is receiving medical treatment in Nepalgunj Medical College, Kohalpur, Banke district. Advocacy Forum – Nepal provided him free legal aid.

Earlier on 24 August 2011, Ms. Harikali Pun, 49, a resident of Motipur VDC- 6, Mangalpur, Bardiya district had filed a torture compensation case at District Court, Banke against the same Deputy Superintendent of Police (DSP), one Police Inspector and two lady constables demanding maximum punishment to the perpetrators and torture compensation to the victim. She was arrested on charge of human trafficking.

At around 12 midnight on 12 July 2011 she was reportedly tortured in a room at District Police Office, Banke by beating with a wooden stick on her palms, arms, back, bottom, thighs, legs, soles of her feet and other parts of her body. They had reportedly tortured her for about two hours that resulted on fracture of her right arm. Advocacy Forum provided her free medical treatment and legal aid. Asian Human Rights Commission (AHRC), Hong Kong and World Organization Against Torture (OMCT), Geneva issued separate Urgent Appeals in the name of authorities concerned.
