Further, the organizations have raised serious concerns on the flawed understanding of reconciliation, excessive power of the commissions to recommend amnesty for crimes under international law and gross human rights violations, lack of criminalization of crimes under international law in line with international standards and inadequate prosecution system, lack of recognition of victim's rights to reparation, vague delineation of mandates and lack of independence of both commissions, absence of witnesses & victims protection mechanism, lack of provisions addressing the needs of marginalized and vulnerable groups, lack of clarity on vetting etc. The organizations have made several recommendations to the government and UNHRCs as well.
