Monitoring Committee handed over findings to District COVID-19 Crisis Management Operation Centre : Hospitals Treating COVID-19 patients in dire need of immediate support
The Committee was formed with Shankar Bahadur Bista (Assistant Chief District Officer, Banke) as a coordinator and comprised of the following members:
- Ram Kumar Sonakar (Administrative Officer, District Administration Office)
- Bikram Chaudhary (Captain, Bhairav Prasad Battalion, Ranjha Barrack)
- Subash Khadka (Deputy Superintendent of Police, District Police Office, Banke)
- Bhan Bahadur Karki (Inspector, Armed Police Battalion Number 630)
- Neb Bahadur Rana (Investigation Officer, National Investigation District Office, Banke)
- Basanta Gautam (Advocate, Advocacy Forum-Nepal)
The Committee carried out the field monitoring of Bheri Hospital, Nepalgunj on 4-6 May 2021, Nepal Medical College (NMC) Teaching Hospital, Kohalpur on 4-5 May 2021, and Bageswori Iron & Steel Private Limited on 6 May 2021. The Committee conducted inspection mainly on three areas (i) the consumption and availability of the Remdesivir injections; (ii) the availability and condition of beds, Intensive Care Units (ICU), High-Dependency Unit (HDU), ventilators in both the hospitals along with the total number of patients and their management; and (iii) the condition and number of unused oxygen cylinders in industrial areas so that they can be handed over to the hospitals facing a shortage.
The overall findings from the field monitoring were compiled in the field monitoring report that was submitted to the District COVID-19 Crisis Management Operation Centre on 10 May 2021.
Major findings from the report are enlisted below:
- Lack of oxygen cylinders has created serious problems in the treatment of the patients. NMC Teaching Hospital even stated that without a written commitment from DAO, Banke to provide oxygen cylinders, it is in no position to admit patients further.
- The free-of-cost treatment for the COVID-19 patients as announced by the Government has not been implemented. Only a few out of many are getting treated without bearing costs. As per the findings, of the 136 patients admitted to NMC Teaching Hospital, only 18 are receiving free treatment.
- 12 oxygen cylinder available in Nepalgunj industrial area, and 50 oxygen cylinders available in Bagheshwari Iron Industries could be diverted to the hospital in order to treat patients infected with the coronavirus.
- Industries and isolation centres at local levels are holding up the oxygen cylinders which need to be handed over to the hospitals urgently.
- The surge in cases has resulted in the black marketing of Remdersivir injections. These injections are being sold at a much higher price than their market selling price. Thus, the administration should strictly monitor and regulate the import, price and beneficiaries of the injections in coordination with the hospitals.
- It was found that more than one person is taking care of the patients at the hospitals. This poses a tremendous risk of further spreading the virus. Therefore, proper management is necessary to avoid the risk.
