Dialogue between Conflict Victims and Civil Society Organizations Held in Biratnagar
Timed to coincide with the International Rights to Truth Day and organized in collaboration with the International Commission of Jurists (ICJ), the event drew 45 participants representing both conflict victims and members of civil society organizations.
The programme, held in two distinct sessions, delved deep into the challenges faced by conflict victims, particularly in the Koshi Province.
In the inaugural session, victims shared poignant accounts of their struggles for justice and livelihood amidst pervasive barriers. It became evident that many victims in remote areas, where their concentration is comparatively low, continue to grapple with issues of access to crucial relief measures provided by the state following the signing of the Comprehensive Peace Accord (CPA).
Moreover, victims lamented the lack of acknowledgment from local authorities, exacerbating their plight.
Highlighting the necessity of engaging with local governance structures, some victims emphasised the positive impact of involving government representatives in community-level programmes. They stressed the importance of raising awareness among local officials to ensure the inclusion of conflict victims' concerns in governmental agendas.
This sentiment was echoed by AF Provincial Coordinator Rukmina Dahal and Senior Advocate Chudamani Acharya, who shed light on recent legal developments in transitional justice and the proposed amendments by the Parliamentary Sub-Committee on Transitional Justice.
In the subsequent session, representatives from various civil society organizations, including the Federation of NGOs in Morang, INSEC, Maiti Nepal, WOREC, and WHR, pledged their unwavering support to amplify the voices of conflict victims at the grassroots level. They shared insights into ongoing projects aimed at aiding conflict victims and extended a helping hand in any capacity necessary.
The forum concluded with a resounding call for sustained collaboration between conflict victims, civil society, and governmental bodies to address the multifaceted challenges hindering the realization of transitional justice and the rehabilitation of those affected by Nepal's tumultuous past.
