Discussion on Role of Local Governments for Protection of Victims' Rights to Reparation Held
Speaking at the event, AF's Lumbini Province Coordinator Basanta Gautam shed light on NAPII, emphasizing that local governments need to establish structures to provide justice and reparation to victims.
CVWN Treasurer Chandrakala Uprety stated that local governments in Banke district must allocate a budget to support conflict victim women, highlighting their multiple forms of suffering and the government's responsibility to address them.
NAPII envisions the formation of a District Steering Committee under the coordination of the District Coordination Committee Chief to coordinate different agencies for its implementation. However, no such committee has been formed at the municipal level yet. District Coordination Committee Banke Chief Gyanendra Kumar Chaudhary expressed his commitment to sending letters to local governments to establish committees for implementing NAPII.
Nepalgunj Sub-Metropolitan City Municipality Assembly Member Basanta Kumar Kanaujiya pledged to submit a proposal at the Assembly if conflict victims provide concrete programs for themselves.
INSEC's Programme Officer Saraswati Malla and National Human Rights Commission Officer Dayaram Pathak suggested that local governments introduce targeted measures for conflict victims.
CVWN Banke Chairperson Usha Dahal Chhetri chaired the program, emphasizing that eight municipalities must collect data on conflict victims and manage budgets tailored to their needs.
