Stakeholder’s Forum on Reparation Concluded in Biratnagar
The programme was organised to encourage the provincial government of Koshi to adopt policies on reparation and provide reparation programmes for conflict victims.
It was divided into two sessions. In the first session, the victims of armed conflict discussed the newly enacted amendment Bill on the TRC Act and identified their needs and reparation demands from the Koshi Province. The discussion was facilitated by AF's Director Bikash Basnet.
The following session included stakeholders from the Koshi Province with cross-cutting jurisdiction to provide reparation. The session was chaired by AF's Former Chairperson Advocate Chudamani Acharya.
The Minister for Law and Internal Affairs of the Koshi Province, Mr Lila Bhallav Adhikari was the chief guest of the programme.
Other notable personalities attending the programme included the Deputy Speaker of the Koshi Province Assembly, the Chief Attorney of Koshi Province, Members of the Provincial Assembly, secretaries and government officers of several relevant ministries, officers of municipalities, Chief Administrative Officer of Biratnagar Municipality, representatives of the NHRC, CSOs, Conflict Victims and Lawyers.
The programme started with an insightful presentation on the work of reparation being carried out by the Koshi province on reparation by the Deputy Secretary of the Ministry for Law and Internal Affairs. Following the presentation, conflict victims shared their needs and demands from the provincial government.
The programme also delved into best policy practices in the global forum and the experiences of reparation in other provinces. It ended successfully with an expressed commitment of the Law Minister to invite written requests from the conflict victims about their demands that fall within the jurisdiction of the Provincial Government. He committed to making efforts in his capacity to fulfil their demands within the authority and powers of the government.
