Murder Convict Cannot Contest CA Elections: SC
27 September 2013: Scrapping the previous stay order decision of the court, a special bench of the Supreme Court of Nepal (SC) yesterday forbade any murder convict from filing candidacy in the Constituent Assembly (CA) election to be held this November. This decision, in effect, upholds the provision in Clause 19(e) of the Election Ordinance that clearly bars any murder convict to become a candidate in the election.

Alleged Perpetrator in Conflict-era Case Sent to Judicial Custody
9 September 2013: Yesterday Chitwan District Court remanded Ram Prasad Adhikari, an alleged perpetrator in Krishna Prasad Adhikari's murder during the conflict, to 10 days of judicial custody for further investigation. The police had arrested Adhikari from Baghbazar, Kathmandu on 6 September and taken him to Chitwan the same day and produced to the court on 8 September. (See Case details here)

ICAED Urges States to Ratify Anti-Disappearance Convention
30 August 2013. International Coalition against Enforced Disappearance (ICAED), on the occasion of International Day of the Disappeared, has urged states around the world to ratify International Convention for the Protection of All Persons from Enforced Disappearance. (See attachment for details) Nepal too has yet to ratify this Convention and it is high time that the Nepal government took steps towards ratification.

International Day of the Disappeared Observed
30 August 2013. On the occasion of International Day of the Disappeared 2013, today around 100 human rights defenders and conflict victims participated in a morning rally that started at 7:30 am from Bhrikutimandap all the way to Shanti Bakita in Kathmandu. Artistic paintings, murals, slogans and messages relating to the disappeared were made on the "democracy wall" near Baghbazaar after the rally arrived there at 8:30 am. Victim leaders gave speeches at the program and urged the government to promptly address the problems of the families of the disappeared.

SC Stays Distribution of Conflict Victims' Identification Card
14 August 2013. Stating that the usage of term "People's War" in government's directives regarding conflict victims' identification card breaches provisions of Interim Constitution, the Supreme Court of Nepal (SC) on 12 August 2013 issued a stay order on distributing identification cards.

AF Organizes National Meeting on CAT Report
29 July 2013. Advocacy Forum – Nepal (AF) organized a one-day National Consultation Meeting entitled "Nepal Report of Inquiry Procedure under Article 20 and State Responsibility" on 26 July 2013 in Dhulikhel, Kavre district. The meeting was mainly focused on the report on Nepal adopted by the United Nations Committee against Torture (CAT) under article 20 of the Convention against Torture and comments and observations by the State party.

AF Raises Questions to Nepal Government on Torture
26 June 2013. A report released by Advocacy Forum (AF) on the eve of the UN International Day in Support of Torture Victims -2013 asks why the Nepali State has so far failed to take necessary steps to combat the prevalent practice of torture in detention centers across the country. The report was released by Attorney General Dronaraj Regmi in a program organized on 25 June 2013 in Kathmandu.

Torture Survivor Awarded with Compensation
11 June 2013. In its verdict regarding yet another torture case, the Banke District Court on 9 June 2013 has directed to award torture survivor Harkali Pun alias Duji compensation amounting NRs. 51, 000/- (US$ 547). Like the last week verdict in torture survivor Nizamuddin Shekh's case, the court has once again refrained from issuing departmental action against the perpetrators.

Court Awards Compensation to Torture Survivor
5 June 2013. In its verdict regarding a torture case, the Banke District Court on 2 June 2013 has directed to award torture survivor Nizamuddin Shekh compensation amounting NRs. 95, 000/- (US$ 1052). Even if the court has refrained from issuing departmental action against the perpetrators, it has issued an order to the police to have physical and mental examination of the detainees mandatorily done and submit the examination report to the court.

APO Kohalpur Files FIR against Nepal Army
5 June 2013. Area Police Office (APO) of Kohalpur, Banke District on 2 June 2013 finally responded to the mandamus order of the Appellate Court of Nepalganj issued on 26 December 2012 in which the court had ordered the APO and District Police Office, Banke to register the First Investigation Report (FIR) and initiate prompt investigation vis-à-vis the extra-judicial execution of Kranti Abhilashi Devkota at the hands of Nepal Army.
