Participants in a program jointly organized by different human rights organizations including Advocacy Forum stressed the need to address prevailing impunity in the country and to provide justice to victims of conflict. On the occasion of the eighth anniversary of the arrest and killing of Maina Sunuwar, 15, speakers raised concern about state’s reluctance in addressing victims’ problems.

The Hong Kong-based Asian Legal Resource Centre (ALRC) and Nepalese human rights organisation Advocacy Forum wish to highlight the lack of progress being made in addressing enforced disappearances in Nepal, which is engendering growing frustration and suffering by victims' families.

The Asian Legal Resource Centre (ALRC) and Advocacy Forum wish to alert the Human Rights Council to multiple attempts by the government of Nepal to shield perpetrators of human rights abuses committed during the conflict from prosecution, which promote impunity and threaten the development of functioning rule of law institutions, in violation of Nepal's obligations under the ICCPR.

This seminar will address impunity, the problem of perpetrators of serious crimes being protected from prosecution or other forms of punishment and accountability. It will examine both the theory and historical context of impunity, and its particular manifestations in Asia. It will cover questions such as why states fail to investigate certain crimes; the effect of impunity on victims; and the way that truth and reconciliation commissions affect impunity.
