Provincial Forum on Transitional Justice between Conflict Victims and Civil Society Organizations Held in Dhangadhi
Jointly organized by project partners, the International Commission of Jurists (ICJ), and Advocacy Forum-Nepal, the programme saw the participation of 41 individuals.
Led by Advocate Pusp Bikram Shahi, Province Coordinator of AF's Sudurpaschim Province, the event featured comprehensive presentations by Senior International Legal Advisor Dr. Mandira Sharma and National Legal Advisor of ICJ, Advocate Kashiram Dhungana. The presentations covered recent developments in the transitional justice process, pertinent penal code provisions, and key Supreme Court decisions, providing attendees with invaluable insights into the evolving legal landscape.
Participants engaged in extensive discussions on government initiatives at the provincial and local levels to provide conflict victims with access to interim reparative measures. Noteworthy examples were shared of conflict victims organising memorialisation programmes in Kailali and Kanchanpur districts, showcasing grassroots efforts to preserve memory and seek justice.
Civil society organizations from Sudurpaschim Province highlighted their ongoing initiatives benefiting conflict victims, underscoring the importance of collaborative efforts in addressing the needs of affected communities. Representatives from the Ministry of Law and Home Affairs, including the newly appointed Under Secretary, reaffirmed their commitment to incorporating the issues of conflict victims into future planning and budgeting sessions.
Of particular concern was the government's decision to appoint the TJ Commissioner Appointment Recommendation Committee before amending the TRC Act, a move deemed problematic by participants. Conflict victim leaders voiced their support for national-level advocacy efforts aimed at addressing this issue.
Additionally, the programme served as a platform to disseminate information regarding a recent Supreme Court judgment acknowledging the entitlement of wives of the victims of enforced disappearances to social security benefits and other facilities. Efforts were made to connect these beneficiaries with existing conflict victims' networks in the province, fostering solidarity and support among affected individuals.
As the program concluded, participants left with a renewed sense of purpose and commitment to collective action, reaffirming their resolve to pursue justice and dignity for all conflict victims.
